PERSPECTIVES ON SMALL STATE FOREIGN POLICY

Throughout history, international relations has been an arena primarily dominated by large states.  However, in the last century the world has witnessed the birth of numerous new actors with resources, both physical and institutional, that have made these once seemingly insignificant states into potential players on the world stage.  These new states in Europe, Africa, Asia, and Latin America have faced challenges in conducting their foreign policies in a world controlled by others, and have had to utilize creative strategies to make themselves relevant in the larger game of diplomacy.

In order to explore the challenges faced and methods employed by small states in finding their respective places on the global political map, the Lithuanian Embassy in Armenia, The Armenian Higher Education Initiative, LCC International University, and The Armenian Review are announcing a call for papers on the theme of “Perspectives on Small State Foreign Policy.”  Papers will be reviewed anonymously by specialists, and select papers will be published in a special issue of The Armenian Review, which is a peer-reviewed academic journal based in the United States.

In addition, select authors (one Lithuanian, one non-Lithuanian) will be invited to Vilnius to meet policy makers and academic specialists in their fields.  This portion of the program is generously sponsored by the LCC International University in KlaipÄ—da, Lithuania.  In addition, in summer 2017 there will be a one-day symposium in Yerevan in which selected authors will have the opportunity to present their research to a wider academic audience.

  • The CfP is open to graduate and post-graduate students in the fields of international relations, political science, and other relevant disciplines.  Authors may choose any small state(s) on which conduct their research.  While not required, papers dealing with comparative cases (Armenia and Lithuania specifically) are encouraged.  Papers should include a strong theoretical framework, and should not be limited to descriptive analysis.  Questions that could be explored include, but are not limited to:

    • How did Armenia/Lithuania (or any other small country) develop its foreign policy strategies after the collapse of the Soviet Union?
    • What diplomatic tools (embassies, cultural resources, etc) does the country have at its disposal to conduct foreign policy?
    • What attempts have been made to develop regional (Baltic, South Caucasus, etc.) cooperation, and what have been the successes/failures of these efforts?
    • What role have diasporas played in helping shape foreign policy?
    • What role have international and regional organizations (NATO, EU, OSCE, UN, etc) played in helping develop foreign policy?
    • What is the state of regional relations between the country and its immediate neighbors?
    • How has the development and implementation of internal social policies affected foreign policy?

    SUBMISSION GUIDELINES & DEADLINES

    October 10, 2016: Deadline to submit first drafts of papers, after which a blind review process will take place that will determine the eligibility of papers to be published.

    November 14, 2016: Authors will be notified of first draft decisions.

    December 19, 2016: Deadline to resubmit provisionally accepted papers following review process.

    Spring 2017: Expected date of publication

    Papers should be no more than 10,000 words (including references) and should include a cover page including the names, mailing/contact addresses, telephone numbers, and e-mail addresses, and a 75-word biographical statement of the authors. Each submission should also include a summary/abstract of the article, not to exceed 100 words.

Citations should be footnotes (not endnotes) and should adhere to the guidelines of the latest edition of The Chicago Manual of Style (http://www.chicagomanualofstyle.org/tools_citationguide.html).  Accuracy of footnotes and tables is the responsibility of the authors, and the editor reserves the right to reject papers if insufficient attention is given to stylistic requirements.
